The Hidden Cost of Living in a City with Local Income Tax

Most people know their federal and state tax rates. Far fewer realize that their city might be taking a cut too. Local income taxes are easy to overlook because they don't make national headlines, but for residents of certain cities they represent a real, recurring bite out of every paycheck.

What is a local income tax?

A local income tax is a tax levied by a city, county, or school district on top of state and federal income tax. It's most common in a handful of states — Ohio, Pennsylvania, Kentucky, Indiana, Michigan, Maryland, and New York — where hundreds of municipalities are permitted to charge one.

What it actually costs

Local rates are usually between 1% and 4%, which sounds small until you apply it to a full salary. Consider a $100,000 earner:

That's money coming out on top of what you already pay the state — and in New York City's case, on top of one of the highest state income taxes in the country.

Watch out for the "work city" rule. In some states, particularly Ohio and Pennsylvania, you can owe local tax based on where you work, not just where you live. Commuting into a city with a local tax can trigger the tax even if you live outside it.

Why it matters when you job hunt or relocate

When you're comparing two job offers or thinking about a move across town, the local tax can quietly tip the balance. A slightly higher salary in Philadelphia might net you less than a lower salary in a nearby suburb once the 3.75% city wage tax is applied. The gross numbers can be misleading; only the after-tax figure tells the truth.

The upside

Local income taxes fund city services — schools, transit, public safety — so they're not pure loss. But for the purpose of budgeting your own paycheck, you need to know the number. A resident who assumes their take-home is based only on federal and state tax can be off by two or three thousand dollars a year.
